To my mind sexy is something a woman is or isn't. It's nothing to do with size, age, colour or anything like that. It is an internal quality that she has or doesn't and it can't be faked. She can be arousing, exciting, stimulating but that's not the same as sexy.
Daisyhubs is right and puts it so well - for those of us who favour the voluptuous lady a BBW is much more exciting and desirable than a skinny girl no matter how sexy the skinny one is, but that doesn't make her not sexy.
Mandy goes on to the related question of what makes a woman feel sexy. Well some sexy women just know they are and don't need anything else. Some want the reassurance of being told they are sexy to boost their confidence a little. Others sadly will never recognise they are sexy because it has somehow been "beaten" out of them maybe by one of those neanderthal "he-men" who need to put the power thing on to make themselves feel good. And if they are with a full figure girl they will get into the "faty", "lardarse", "blimp" sort of names intended to destroy the lady's self belief.
