A video capture device is a hardware (physical) unit that attaches to your computer for the purpose of giving you a VIDEO IN of some sort. For instance, you can get one with those same red, white and yellow RCA jacks on it that your TV, VCR or DVD player would have.Then with the apropriate software, you can play those VHS movies into your computer and record them as video files.

Windoew movie maker, roxio easy cd creator, and many other editing programs you can buy. W.M.M. is the one that is free and already on your computer.
